To spy or to pray: the Russian Orthodox Church, a tool of the Kremlin

Decision-makers in Moscow are increasingly focusing on the non-military instruments to be used in the event of confrontation against other states, with the countries’ elites and public perceptions becoming a major parameter determining the outcome of confrontation (1). According to the Debunk Center, the Kremlin spent $1.9 billion on propaganda in 2022 (2). The Russian Orthodox Church (ROC) plays a key role in the information wars, both in Russia and abroad. Its social capital considerably amplifies the effectiveness of its propaganda In other words, the ROC is an armed arm of the Russian state, both as an extension of the Ministry of Foreign Affairs, through its international presence and propaganda, and as part of the Russian espionage network. That’s why it’s important to understand the objectives, strategy and methods of the ROC in the West, drawing on the lessons of the war in Ukraine.
